Generally, yes ; the organisation in question is the 'sponsor' of the tour (so far as the Immigration Dept is concerned), to the artist will have a visa that only allows them to do the gig/s the sponsor has applied for. AJ, Roy Haynes appeared in Melbourne in 1996 in gigs sponsored on behalf of the Sydney Festival and SIMA. Oscar Peterson appeared in 1982 on behalf of the Perth Festival as did Keith Jarrett, Wynton Marsalis and several others since. Several other o/s artists have also appeared in Melbourne while being sponsored by festivals in other cities. Given, your experience, knowledge and contacts, why don't you organise a gig for Herbie Hancock in Melbourne, after he appears in Adelaide. I'm certain the Adelaide Festival and the Immigration Dept. cannot restrict Herbie from appearing in other cities. I'm wondering if Sonny Rollins, or Keith Jarrett, were appearing in Adelaide, would you let them by pass Melbourne or would you contact the Adelaide Festival organisers and attempt to get them over to Melbourne?

I don't know whether it makes any difference, but it's the ASO, not the festival.

oj, nothing you say contradicts what I said ; it's often the case that an organisation/promoter will co-operate with organisations/promoters in other states so that an artist will have a multi-city tour. But it can only happen if the original promoter agrees, you can't just negotiate direct with the artist to add another date.
Why don't I organise a gig for Herbie in Melbourne ? Promoting gigs is a form of gambling ; you don't gamble what you can't afford to lose. Not saying Herbie isn't a good bet, but there is a certain level of $ required to book an artist, to book the Concert Hall, to pay for ads, etc etc. If you're that cashed up, go for it, please !
In any case, I wouldn't be surprised if Albert was already in touch with ASO re a Melbourne concert for his festival in May ; no inside knowledge, just saying I wouldn't be surprised.
